when I turn on the AC the compressor runs for a few seconds then stops, It starts to blow cold when running. If I hit "off, on" it starts again then stops after a few seconds any ideas?

when I turn on the AC the compressor runs for a few seconds then stops, It starts to blow cold when running. If I hit "off, on" it starts again then stops after a few seconds any ideas?
