Engine Mechanical problem

i have a 98 subaru legacy outback. when i go to accelerate from a stop, the car creeps forward then eventually gets a little boost and starts driving normal. (not normal, but it runs a little rough). this is WORST when the car is cold and gets semi better as the car warms up and doesnt happen at each time. ive had the fuel pump done and no better
