The SRS light on the left side under the RPM and speedometer is on and will not turn off. What does the light mean an how can I fix it?

The SRS (Supplemental Restraint System) is the Airbag circuit. It means the computer has recognized a fault and shut the system down. You will need a professional scan tool capable of accessing the Airbag module to retrieve stored codes.

So that means that my driver side airbag will not come open if was to wreck it? What about the seatbelts will they still lock on impact?

The seat belts should mechanically be fine as far as locking, although the pretensioners will be inactive but none of the airbags will work. The cost is unknown until the problem is identified positively.
