99 Civic All Lights Flutter/Pulse

I've been dealing with this problem for about a year. I cannot find a rhyme or reason to why this occurs when it does. Sometimes when I am driving in the neighborhoods or on the highways all lights in the car will start to pulsate (from dim to bright) and then all the sudden it will just stop... It doesn't matter if I am accelerating or breaking, it occurs at both times. Also when it occurs the SRS light will come on. I can see the light pulsating behind it as well. I took the car into a Honda dealership about a year ago and they couldn't recreate the issue. Does anyone have any ideas? If you have any more questions, please don't hesitate to ask. Thanks!

Usually this "flashing" is a bad voltage regulator/alternator, you might be able to drive it for years like this. Have honda check the brush set in the alternator...
