These codes and the fact that the engine will not start is telling us we need to check the fuses primarily.

I can tell you I have seen the instrument cluster cause problems like this so if the fuses are good, it could be bad, we should do a complete CAN scan which is easy to do. You can get a CAN scanner (Controller Area Network) which will work on most cars from Amazon.
