1995 Nissan Altima won't start

I have a 1995 Nissan Altima with about 130,000 miles. I was in need of an oil change and was running on low oil. The day I was going to get an oil change the car didn't start. I get a sputtering noise when I turn the key, but it wont turn over. That was 3 weeks ago and it still won't start. Any suggestions on what the problem is or if I can fix it myself.

my first move at that point if the car cranks but won't start is to have someone else watch the exhaust to see if any smoke is coming out. if so, that means the fuel pump is working. if not, have the fuel pump looked at. if th pump is good, have the starter rebuilt
