1995 Jeep Laredo stalling

i have 95 jeep grand cherokee laredo with tons of miles on it. it's losing power from time to time and the check engine light comes on "sometimes". It will run fine and then one day will be running down the road just fine and start losing power. I'll stand on the gas and the power comes back for a while until i come to a stop light then it revs down until it almost quits then revs up again. when it revs down the engine is running very rough.
I've replaced the leaking water pump, broken catalytic converter, cap rotor, wires, plugs and a few other odds and ends but the problem persists.
Any suggestions on where to turn next?

CEL coming on pull the code/s from the computer this could probably lead you to something

I stopped by the jeep dealership this morning and had them pull the code. It came back with a shorted 02 sensor. I purchased the new sensor but am wondering if this would cause the problem with stalling and losing power. The part was $90 so i dont want to install it if it doesn't have anything to do with the problem.

A problem with the oxygen sensor will cause misfiring-running too rich but won't do your symptoms-
