2004 Jeep Cherokee Climate Controls

I have a 2004 Jeep Grand Cherokee. The operation of the manual Climate control no longer allows me to select the direction of the air; vent, floor, and defrost. I only get air out of the defrost vents. There is an actuator arm under the driver-side. I manually move it I can redirect the airflow to the other vents. I have replaced the heat/ac climate controls with a brand new unit and still have the same problem.

Is that system vacuum operated or electric? If vacuum you most likely have a source vacuum issue, meaning there is a leak in the vacuum feed to the control head from the engine, not allowing it to operate. If electric it is most likely the actuator that is bad if you have replaced the control head and it didnt fix it.
