No power at the HVAC module?

I have a late model 2016 Malibu.
There is no power in the HVAC control. Nothing lights up or turns on.
All fuses are good

On the 4 pin @ HVAC controller.
Black ground is good.
Red power 12.5 volts at all times Yellowish 11.5 power at all times.
Green power on key at 1.5 - moving range.

Any help is greatly appreciated.

It sounds like the HVAC controller went bad. To be sure we need to check all 15 fuses that run the system. I have included the wiring diagrams for the HVAC system so you can see how the system works and which fuses to check. Please test the fuses with the key on.

If the fuses are okay, we should do a CAN scan. You can get a CAN scanner (Controller Area Network) which will work on most cars from Amazon.
