Broken Speedometer.

I currently Drive a 1998 Honda Civic DX; 154,000 miles; Stick shift; 2 wheel. I was driving to work this morning and noticed that the speedometer was stuck at 20mph, and is still stuck there. It won't move up nor down. Was working perfectly yesterday. Any troubleshooting ideas? Thanks.

Could be the speedometer itself, go find the VSS remove it turn key to On-spin the sensor is the needle fluctuating or still stuck.
