1998 Honda Civic RPM

As soon as I start 98 Honda civic the RPM goes to 2000 and as engine warm up RPM start going up and down.

Once the engine is warm does the idle settle down? I would check the coolant level (antifreeze) and bleed the system of any air at the bleeder. Next check for any vacuum leaks.
