1994 Honda Civic steering wheel pulling

When decelerating the steering wheel pulls to the right intermittently. Road speed, engine speed, have no effect. I have had it checked & have been told suspension, ball joints are ok. Cv joints are nearly new.

Does it happen on brake application, or coasting?

I have seen some Honda lower control arms rust at the bushing end of the arms, other than that have you had the alignment and tires checked? A shifted belt can cause it.
