1989 Honda Accord Failed E-Check in OH

Engine Performance problem
1989 Honda Accord 4 cyl Two Wheel Drive Automatic 144km miles

I just got a bunch of work done on my car, flex pipe replaced and timing belt and water pump. I go to get my E-check and I fail the Emissions ASM: NO (nitrogen/Oxygen reading was 1620.6, PPM units, the Ohio Limit is 1313.0 units). Does this mean that I need a new catalytic converter? I know the basic idea of what a CC does, but I dont know if it can be repaired or if I need a new one. I dont want to skimp on a quality job that will last for my car, because it has many more miles on it, but I don't want to break the bank. I need some advice soon, and appreciate any help.

NOx is high combustion temperature.

On that vehicle you will want to check your EGR system to make sure it is functioning properly, or you may have a lot of carbon in your combustion chamber that is causing NOx as well. A de-carbonization may be in order to solve this issue. There are other possibilities as well, but this are the most common on your vehicle.

So with all these things, does getting a new Catalytic converter solve this problem? I figured it would, and that that is the CC's job. My very loving aunt is willing to pay for such an operation on my ride, but I don't want money wasted. Is decarbing the engine going to solve this, really? The person I talked to said that these carborated engines on the honda accords are hard to pass on e-checks. Will a new cc solve this? I would like to think of myself as environmentally friendly so I don't have a problem getting a new CC, aside from the cost, but that sucks.
Thank you, for your help. Is 340 a fine cost. I hear that carborated hondas cant take a universal catalytic converter. Is that true?
