High Idle 4,000 RPMs?

The car was running fine. The previous owner had the choke locked in place and ran fine until a wire gave way and the choke is now wide or closed the opens up all the way.

If the choke is closed fully it can raise the idle, I would open the throttle and open the choke manually, then release the throttle and start the engine to see if the idle is better. Also check the throttle cable to see if holding the throttle open, also check to see if the floor mat is holding the throttle open as well.
