IS IT OK TO TAP AND OLD FREEZE INTO THE BLOCK AND PLACE IT WITH A NEW ONE, INSTEAD OF PULLING IT OUT

Hello

I would not. It could block the flow of coolant through the engine. It is just as easy to remove it. You can either tap one edge until that end goes in and it should rotate. The grab it from the other end.

Also, you can take a sharp awl and punch a hole through it and put in a angled tool to pry it out.
