Both calipers sticking or not returning

I have replaced fluid and exercised the pistons on both sides and even replaced one caliper after the other work didn't fix problem?

Hello,

Most of the time the caliper will 'stick' when there is an issue with the brake hose.
It is likely that the rubber brake hose that attached to the caliper(s) has collapsed on the inside and creating restriction. Which does to allow the brake fluid to go back when the brake pedal is released, that leads to a sticking caliper as the piston stays extended.
