My '90 has a similar sounding issue. Small 'pop' under the hood, stopped running. Turned over, had spark, wouldn't start. Changed fuel pump, new pump won't run. On Autoparts Giant I found a PCM relay for $77. Is this what you're talking about? Can't find PCM. Thx.

Instead of a toggle switch to power fuel pump I rerouted switched power on my 94 2.3l from the next relay from underneath power distribution box to a 4-pin relay using a new fused (10 amp) battery input (30), outputting (87) from new relay to pin (87) on fuel pump relay connection pin with a blade terminal (no relay installed in top port of distro box). Fuel pump comes on and off with key. My PCM is preventing the fuel pump circuit from energizing. Why I have no idea. It works like it did before the problem, engine seems a lot smoother in all rpm ranges. Best it's ran in the 2 years I have had it. I've on occasion up until the problem have smelled a slight wiring burning smell, no smoke but a faint smell. Like when you burn out one of those cheap tweeters in a car stereo setup. Found some slight melting on bottom of fuse box in cab. I repaired that but it was not the cause of the fuel pump power issue.
