I believe my AC compressor has seized. Can't afford to fix now. I want to cut the belt off, but am unsure if any other components are on the same belt. There is a small pulley in the loop, but I am unsure if it is just a tension pulley or if it might be the water pump or alternator?

Yes you can cut thee belt off. The "other pulley" you speak of is the fan pulley. It should have at least two other belts on it and it will not affect anything if you cut the a/c belt off. The water pump on your truck is driven by the timing belt and it is underneath the plastic front covers
