It sounds like you have a problem with the constant control relay module. Mine would kick in once you tapped it but never when i turned on the car. This is a commom problme for escorts. There are 2 ways to fix the problem. 1) you can take apart the relay and fix it. Once you take the board out the the case the problem is very obvious. You will instantly notice a burnt connection. I recommend cleaning it up and resoldering the connection. that should help. 2) you can buy a new one. They are expensive (if bought at dealer) and hard to find, but if you have the part number you may be able to find it on ebay.
