Intermittent miss in P71

While driving, mostly at low speeds, the car will feel like the engine has for a split second shut down, causing a jerking feeling. I have tried to research this, and from what I have found the repair that Ford advises is to replace all 8 coils. Is this true? Hopefully this isn't a transmission related problem, as the car has 140,000+ miles on it. It's a 2001 Crown Vic police cruiser. This only accurs at low speeds and low RPM's.

There is a tsb about a clunk noise on the 1-2 shifts ref # 01-13-07.

No noises, no trouble codes. I guess the intermittent miss doesn't last long enough to set a trouble code.
