Does not start

I went to start my car and it would not start at all. Also when I plugged in my scanner tool with key off I had power to it. When I turn the key to the run position I lose power to the code reader tool. I have checked three times all the fuses and relays and do not find the problem.
I even removed the battery and all the ground cables even those to the body and cleaned all the connections and checked their continuity.
Seems to be a problem with a ground somewhere as I mentioned I lose power to the code reader tool when I turn the key to the run position and lose power to the code reader tool..
Fuel pump reset switch is not tripped either.
got any idea?

Ty a security system reset probably when you disconnected battery did it see our link.

This no start issue happened after I drove car last. Next morning I went to start and the engine turns over or cranks but no start at all. I had not disconnected the battery at that point so I dont think its the security system.
Remember.. As I hook up the scan tool to the port it comes on untl I turn the key on position and lose scanner at that point or power to it.
Now the scanner tool has no power at all when I plug in. Its like I lose ground or lose power somehow to the scan tool or the port.
Still scratching my head.

Any scannerwill power up with key off if it is going out then there is aconnection problem or a blown fuse under hood. if it still won't power up try another scanner as some will ldo that. you should still try security , also check fuel pressure with a gauge auto parts rent it . to verify it's fuel problem shoot choke cleaner into throttle body if car starts then it's fuel. see link.
