My 1999 dodge pickup stalls when I let off the gas. I can immediatley restart it wit no problem. Is the fuel filter clogged and where is it located?

It's not the fuel filter. It's most likely the Idle Air Control solenoid. That was a real common problem on your truck. You can probably get away with cleaning it. It's mounted on the rear of the throttle body. Two torx headed screws hold it on. Take it off. Use some Carb. cleaner and clean the plunger off(pointed end) It will probably have a lot of carbon built up on it. Also, try to clean the hole out where it goes in the throttle body. That carbon will build up enough to close off the hole enough to prevent it from idling. Try that, if that don't work, repost and we'll keep trying.
