1995 Dodge Ram Mode door isnt working

I believe it is the mode door that is not functioning properly. It wont let me switch from defrost to floor to panel vents. Is there some sort of actuator or solenoid that needs to be replaced or maybe it is at the dial switch on the dash? Also is it vacuum or electrical? Any help would be appreciated before I start tearing this thing apart.

I had kind of a similar problem with my 97. When I turned the heat to panel and accelerated it went right to the defrost. What it ended up being was a really small diamater black plastic hose under the hood near the firewall and it was broke in half. This system is a vaccum system not electrical.
