96 Dodge starting hard

I have a 96 dodge 1500 4x4 360 motor. Starts hard mostly when cold sometimes when warmed up.(It cranks for awhile befor it starts.)Checked fuel pressure ar rail 30psi when first turn key on. When cranking it jumps up to 48-52 psi. Replaced fuel pump assy. Still does same thing. Could fuel pump be bad?I know it's possible that new ones are defective. No codes can be found. Replaced cam sensor(hall effect), cleaned iac valve, and reset components with computer. Acts like fuel is leaking down?Could injectors be leaking down?Oro-rings on injectors cause this?

If its fuel related-try the fuel pressure regulator

BTW when was the last time the spark plugs been changed?

Ive seen this twice before on a fleet of snow plow truck I maintain 14 to be exact. The coil wire on those truck, in my opion is way too long it runs down the right side of the engine thier prone to heat and they will get weak and cause this very same problem. Their cheap and easy to replace. Try that and see what happens. Randy
