Turn signals stopped working

I van has 3.3, 191,000 miles. The turn signals stopped working, but the gauges seem to work fine. We checked the fuses none needed to be replaced, hooked up scan tool and came up with no problems, checked relays, none seem burned out, removed BCM, nothing looks wrong. We brought it in to a friend who owns an auto repair shop, first he said the BCM, now says some wires are broken and we may need to replace all the wires! Does this sound logical? Do you have any other ideas for us?

Has anyone checked the bulbs and the flasher?

Yes, bulbs are fine and relay is fine. Also, another problem is the wipers do not work properly. We did replace the multi-function switch, but that did not fix either problem.

Do the emergency flashers seem to work? Sometimes when you cycle the switch the blinkers will start working. If not replace the turn signal flasher module, here is the location in the diagrams below. Check out the images (Below). Please let us know what happens.
