Clutch problems cannot shift into gear when car is idling in neutral

With car running in neutral can't put into gear. With car shut off I can put in gear, with clutch pedal depressed and I try to start it it wants to go clutch pedal isn't disengaging pressure plate.

In short I think you nailed it with it needing a clutch as these are all clear signs that the clutch is not fully disengaging which means you slave cylinder/throw out bearing are not releasing the clutch.
