when it's cold outside my brakes do not work and there is a hissing noise coming from the pedal area. when it is warm or the car warms up for a while there is no noise and they work just fine

Do the brakes get hard to push but you still have brakes? If so, check the vacuum line to the brake booster. Also, have the booster vacuum tested to see if it holds the vacuum. NOTE: Do this when it is cold.
