What does it mean when the red volts light stays on even after the battery was charged up. Hold around 12.8 volts?

If your car is only at 12.8 then have your alternator checked at one of the parts stores. Your alternator is probably on its way out. Your voltage should be around 14-14.5 with a good alternator and battery.
