2002 Chevy S-10 transfercase

I went to put my truck in 4hi and 4 low yesterday and when I did everything sounded and responded like it should except the front wheels would not pull, when I got home I raised the truck up and put the truck in nuetrol and placed the transfer case in 4hi and 4 low and it appeared that it is working. But if I put the truck back into 2 wheel drive I can turn the front drive shaft with no problem but it doesn't turn the front wheels, is there a switch on the hoghead that engages the the front axles. Help

The front axle interlock is controlled with a cable that runs from a vacuum diaphragm under the battery down to the right side of the axle. It has a vacuum line that goes back to a control switch on the transfer case. The interlock actually slides a sleeve on some splines on the axle and connects the right axle stub to the output shaft. If the actuator isn't working the front end will not power the truck. In 2wd it will act like you described as well. The front axle disconnect breaks the power flow so that when you rotate the front drive shaft your only turning the ring gear carrier. The tires won't move much if at all.
