2000 S-10 will not go back to 2

When I push the 2 hi button the light just flashes and I can here a clicking noise in the passenger side kick panel is it it does same thing when trying to go to 4 lo it's stuck in 4'hi

Transfer case shift control module is located behind the right front kick panel.

Without looking at it, I can't be certain, but from your description, that's what I would think. Have it hooked up to a scanner and checked for both hard and soft codes. Also look for live data as you're trying to shift back to 2Hi.
