1999 Chevy Malibu no start, no fuel

I have this car and started off to be an intermittent problem. No it is a no start. We were ableto swap out the fuel pump relay, and get the car to run. No it does not. Fuel pump isgood, all fuses are good, relay clicks, scan tool saysfuel is commanded when you turn key on and cranking it. Any suggestion on this no start condition.

When it is not starting see if there is fuel pressure and also test for spark. Do you know if your theft system light is blinking or on when you try to start it. Was there any codes in the car when you hooked up the scan tool

FUEL PUMP IS GOOD, PLENTY OF SPARK, THE THEFT LIGHT WAS ON. WHAT COULD THAT BE.

Sounds like the theft system. Turn the key off, crank the engine for 1 second. Let the vehicle sit with the key on. Make sure the theft light is blinking. This will blink for about 10-30 minutes. When it is done blinking, turn the key off for 5 seconds, then try to start and let me know what happens
