1999 Chevy Malibu car turns over but doesn't start

I had a new head put on my car last year (FYI)
My gas gauge has not worked for over a year so I am always estimating my gas in the tank. Subsequently, I believe I ran the fuel very low, possible getting some sediment in the lines???? It drove fine and I parked the car to gas in the morning. When I tried to start the next day, it turns over fine and even starts, but flutters out within seconds. I put a gallon of gas in the tank and it still doesn't start, but turns over great. I replaced the fuse for the fuel pump under the hood, but didn't help. Any suggestions are welcome. Thanks

Check the fuel pressure if its within specs could be a fuel pump or fuel filter/pick-up sock in the tank

Do I need a special tool or gadget to check the fuel pressure. How do I check it?? thanks

You need a fuel pressure gauge hook it up to the fuel pressure test port
