Car will not start

My car is making a rapid clicking sound then quickly changes to slow clicks. When I drove it before it wouldn't start, my RPM's wouldn't go down even when I took my foot of the gas. Also my radio shut off and I could barely roll up my windows. As soon as I parked and shut the car off it wouldn't start again. My battery is fairly new and no corrosion around terminals.

Everything you described points to a dead battery due to a failed charging system. Start by using a portable battery charger set to one of the lower settings, then charge the battery at that slow rate for an hour or two. You'll find the engine starts and runs after charging the battery, but the battery is going to run down again within less than a half hour.

While the engine is running, use a voltmeter to measure the battery's voltage. Here's a link to a guide to show how to do that if you need it:

This article shows using an "auto-ranging" meter. If you have a standard meter, set it to the "20 volts DC" range.

You must find between 13.75 to 14.75 volts. If you find it's around 12.6 volts or less, the alternator is not working. The mileage you listed is rather low to suspect the alternator has failed, so we should perform a couple more voltage tests first before replacing anything. Specifically, there will be two smaller wires connected to the back of the alternator, and one fat wire. Measure the voltages on the two smaller wires, but that has to be done with the engine running to be of any value. While you're at it, measure the voltage on the fat terminal, both with the engine running, then again with the engine stopped. Post those voltages in your reply, then we'll figure out where to go next.
