2006 Scion xA Repair Question

Cant start my
My 2006 Scion Xa won't turn over, i have 12.8 volts at the battery but when i turn the key there is silence.

Possibly a faulty starter , check that there is 123V at the small solenoid wire on the starter with the key on crank, if yes starter fault, if no check trans isolator switch, ignition switch and fuses.
