2003 Dodge Neon Repair Question

When I turn, the steering wheel gets hard.

At the turns, the steering wheel turns hard. It has steering wheel fluid. what else could it be? It does not make any noices.

Could be the rack and pinion or the power steering itself

Is the system getting low on fluid? Have you checked to see if the rack is leaking?
