Car problem possible starter or altinator

I have a 2000 Toyota Camry 4 cyl. When I got in car dash lights worked. When I tried to start the car the dash lights went out and nothing happens no sounds nothing. When I turned key yo off position the lights on dash slowly came back on.

Yes it sounds like the battery is completely dead, even a battery off by a volt or two, will cause a not start, even though the lights and accessories still work.
