1997 Toyota Camry Starter continuously runs

The starter continuously runs when the battery is connected. The key switch is in the off position, and the key removed. The engine will start if the key switch is turned to the on position, but the starter still runs. Would this be a starter issue, or a key switch issue? This car belonged to my Father, who recently passed away. He took great care of this car too.

Hi there,

I would be looking at a faulty ignition switch first, start here.

I metered the ignition switch, according to the Haynes manual, all metered fine. I also removed the starter/solenoid assy, had it tested at Autozone, no problem found there either. Any suggestions?
