2000 Mazda 121 Won't Start

The cars winds over but doesn't start, There is plenty of spark, so it is a fuel problem, the fuel filter is fine so I am suspect about the fuel pump

I have folded the back seats up and removed the floor carpet to get access to the fuel pump on top of the fuel tank
My question is should you be able to hear the fuel pump when the ingition is turned on or does fuel pump only start when you wind the motor over

If you turn the key on you should hear the pump activate. check fuse and relay first though then if it doesn't start check to see if pump is getting power.

It will activate when the key is first turned on but only for 2 seconds and then it shuts down until it sees the engine cranking. You won't see any power if you just leave the key on.
