Where is the EGR located? Is it normal for the distributor cap to move from left to right easily? Cause it moves that easy.

Ok! I check it and is fine. But I find out that the distributor cap was loose and then after checking it I found out that the things that hold it are broken and is not set right. But also when I pull a spark plug cable is sound like the spark is goin back where the distributor is. Could that be the problem?
