1998 merc grand marquis steering feels loose and sloppy wanders. already replaced upper and lower ball joints. cure?

That's something you are going to have to find through visual examination. It could be anywhere in the steering linkage like the steering coupler, steering box, Pitman arm or tie rod ends. Have a helper move the steering wheel, just the amount of the play and look to see what part isn't responding.
