Will not start it sounds like it needs gas

My vehicle sounds like its out of gas, but its not. It will not start just keeps revving. What is wrong? It has a new radiator and a alternator, it has a new battery. I recently had something fixed in the manifold a pipe replace because the antifreeze was not getting into the radiator. Help please.
