Speedometer
1996 honda civic ex 2 dr, speedometer works half the time and when it doesnt it stays at 20 or bounces between 0 and 20. is this the cluster or the speed sensor? no check engine light.

have the speed verified on a scan tool. if it reads right on the scan tool, then it is the cluster.
