That's what you pay a mechanic to diagnose. We need clues, details, and related observations to figure out what is wrong. You can have corroded cooling fins on the radiator, a leaking radiator or hose, leaking heater core, plugged radiator, radiator is blocked by bugs and dirt, sticking thermostat, bad radiator fan motor, defective coolant temperature sensor, bad fan relay, all the way to the most serious, a leaking cylinder head gasket. Too much water in the coolant can cause it to freeze and not circulate. The water pump can have a broken impeller.
