Civic surge idle

Surge Idle in a 1995 Honda Civic D16Z6 engine. Already fixed the FITV. It only surges about 300-500 RPM and only occasionally. Along with the surge idle there is what sounds like metal rattling under the car from behind the dash about mid center. I have inspected the Shift linkage replaced both axles, tie rod end driver side as well as the ball joint driver side. Cannot for the life of me figure these issues out... Please help!

I have already checked all of these previous to me asking the question. Sorry i did not include this information with the question. Can bad timing cause a surge idle?
