Reving out problem

1995 honda civic coupe wont rev past 3500 rpm. Tried putting on a different sparkplug wire didnt do anything, this problem can outa the blue. Like it just happened random?Check engine light is on solid too . Sounds like its hitting rev limiter at 3500 rpm? Any help would be awsome
