Why is it while in 2nd gear my car hesitates to go past 5000 RPMs?

My car doesn't really want to go past 5000 rpms while in 1st, 2nd, or 4th gear. I should also mention that my 3rd gear is out due to the synchronizers needing to be replaced. It also feels like the acceleration is slow trying to reach up to 5000 rpms.

Check engine vacuum at idle if at 15" or below check for a clogged converter.

I just got a new converter installed about a couple months ago so I don't think that would be it.
