Solenoids and replacing the starter

I have a solenoid on the firewall and there is also one on the starter. Is this the way the car came? Also I had someone change the starter and when he put it back in it just clicks and doesn't turn over. Since I wasn't the one who took it out I'm not sure where the wires go.
