Why am I getting 12 volts on both leads to fuel.

Why am I getting 12 volts on both leads to fuel injectors. I replaced control modular. All wireing looks good.I isolated the injector wireing from battery and put ohms test on both electrical leads going to one injector and read continuity(all other leads were conected to each injector). Could it be a bad injector keeping circuit open or closed or not grounded. Thank You.

When are you testing it. Do you understand electrical theory? You will have the same voltage on both terminals most of the time. The Engine Computer will ground one of them when it turns it on to pulse it.
