Oxegon sensor?

I am getting very low gas milage on my escort I had a different one and I got around 27 mpg I am currently getting only 20 mpg on my new one this one is a 91 and the other was a 95 I have replaced the spark plugs, spark plug wires, air filter, I have also checked the tire pressure I have added some fuel cleaner, ignition coil and replaced the fuel filter. Now I have noticed it idols really rough I thought it was those things but it also sometimes sounds like it wants to die when started. Now I am thinking it is the oxegon sensor. Should I replace both or not is it something else? I have the 95 it has a bad tranny. I have been using it for parts.

Check intake and intake manifold gasket for leaks
check for vacuum leaks
check and or clean MAF sensor
check timing

I cleaned the maf that seemed to do some good. Wouldnt a vacuum leak make a check engine light come on? I checked the intake as far as I know and would testing the intake manifold gasket with carb cleaner be a wise idea (if there is a leak it would rev up) what do you mean by check the intake? Where would you suggest I start looking for vaccum leak? And how?
