Brake light on left side to not come

What causes brake light on left side to not come on but cause the back up lights to come on when parking light are on. When parking lights are on and you press brake pedal the right hand brake light comes on but the left hand tail light goes off and the backup lights come on. WHY?

Just to add to this one I would also check and make sure all the bulbs in the tail light assemblys are the correct bulb numbers I have seen the wrong bulb in the socket cause some strange problems.
